Blood alcohol concentration is a percentage of alcohol in the blood by weight. A test measures the amount, with the National Highway Traffic Safety Administration (NHTSA) setting the legal definition of intoxication at .08 millimoles per liter. Normal readings mean that no alcohol is found in the blood. A reading of .08 to .10 is abnormal for adults. Any BAC in someone under age 18 is charged as an underage DUI.
